In December 2015, the Government of the Philippines, Department of Transport and Communications (DOTC) issued a tender for Manila LRT Line 2 East Extension (L2 EE) Project, for which Marubeni submitted a tender to Republic of Philippines, DOTC Light Rail Transport Authority (LRTA).

The above tender included Systems Assurance services to be provided by E-Consult.

Marubeni was awarded the contract and Notice to Proceed in March 2019, after which they appointed E-Consult to provide RAMS and EMC services.

The proposed approach to the Consultancy Services was based on that applied by E-Consult on Marubeni Manila LRT Line 2 Project (2001 to 2014) and Dubai Palm Jumeirah Transit, monorail) Project (2006 to 2009)

L2 EE works comprises of approximately 4 km of new track, one new viaduct with 2 new stations. The existing L2 rail systems will be extended and upgraded as necessary to include the extended alignment and additional station facilities, with interfaces to station E&M systems (provided by others), as necessary.

Work on this Project is in progress, currently in Preliminary Design, with Final Design scheduled for completion by September 2020.

E-Consult International first became involved in Manila LRT in 2001, when Marubeni Corporation awarded a contract for RAMS and EMC services later that year. Line 2 commenced operation in 2003, after submission of final reports for RAM, Safety and EMC, in addition to the Operational Safety Case. E-Consult continued support to Marubeni during the first year of operation, with implementation of the Reliability and Safety Demonstration Plan and Failure Reporting.
